Light Regional Council Mayor Bill O'Brien’s legacy has been applauded in State Parliament after announcing his retirement following more than 14 years of dedicated service.

Mayor O’Brien is set to step down on the 18th of this month, with Deputy Mayor Michael Phillips-Ryder acting in the role in the meantime.

Member of Parliament Tony Piccolo has worked with the Mayor Bill, as he is affectionately known, on several issues throughout the years and believes Bill has served with unwavering commitment, integrity and compassion as a pillar of the community.

“Mayor Bill's profound impact on our community cannot be overstated," said Mr Piccolo.

"His leadership, dedication and genuine care for the people have left an indelible mark on the Light region.

His tenure has been marked by significant achievements, including more recently:

• bringing forward and completing Council’s 15-year towns paved footpaths and sealed roads upgrade program in just 3 years.

• the Gawler River Water Re-Use Scheme

• the Kapunda Town Square

• the major Heavy Vehicle Freight Route by-passing Kapunda, and;

• the relocation of the Kapunda Bowling Club to Dutton Park, acknowledging the 80,000 hours of voluntary labour used for the new and outstanding undercover facility.

Back in 2022, the Barossa Mag did a feature article on the Mayor, leaving many in awe of his journey throughout life to the man so many in the community love and respect.

Born as Garnet Edward in Western Australia, Bill's journey began in humble beginnings.

Growing up in the rough inner suburbs of Melbourne, he developed a strong sense of independence and a dedication to honesty, mateship and loyalty.

His diverse experiences, from working as a milkman to serving in the Air Force during the Vietnam War, shaped him into the compassionate and steadfast leader he is today.

Bill's journey brought him to the picturesque town of Kapunda, where he built a life with his beloved wife, Marilyn.

Bill started as a wine waiter at the Weintal in Tanunda, then a tour guide at Seppeltsfield Winery, but his love of sports and fitness, evident in his participation in over 65 marathons and numerous triathlons, translated into his dedication to promoting a healthy and active lifestyle in the community.

Bill's career in local government began with his role in tourism development at the District Council of Kapunda, which later became Light Regional Council.

Despite facing political challenges, Bill's determination and commonsense approach saw him rise to the position of general manager of Central Darling Shire Council in Wilcannia, where he led the council to remarkable success.

Returning to Kapunda, Bill continued to serve the community, eventually being elected as Mayor.

Mr Piccolo finished his parliamentary speech suggesting that while it is sad to see Mayor Bill depart, he is looking forward to seeing the new and exciting ways in which he will continue to contribute to the broader community.

"Mayor Bill's focus on sustainability, economic development and tourism has positioned the Light region as one of the most progressive in the state," said Mr Piccolo.

"His commitment to fairness, equity and community engagement has earned him the respect and admiration of all who know him.

“Bill's involvement in various community organizations, such as the Eudunda Kapunda Health Advisory Council, Meals on Wheels, and the University of the Third Age, showcases his dedication to making a positive difference in the lives of others.

“As Mayor Bill steps down, his legacy will live on in the projects he has championed and the lives he has touched.

"On behalf of the community, I want to express our deepest gratitude for Bill's years of service, his unwavering dedication, and his boundless passion for our community.”
